General rule is If the pitting is bad enough to catch a fingernail its bad enough to shred a seal. However, plenty of bikes have pretty bad pitting at the top of the stanchions without ever interfering with the stroke (a cable tie around it can help you determine the max stroke under normal use) Some emery paper easily can clean them up if its light pitting and takes the sharp burr off.
