Cryo treating is done in addition to heat treating. Heat treating first then cryo treat after. The process is not very well used typically because of the cost and the myths that follow the Cryogenic freezing process (thanks alot Terminator 2!) as well as teh cost usually associated with it.

90% of the cryo parts I have been around have broken quicker than non cryo versions, mostly driveline parts. It depends on what it is and how its used. Contrary to what cryo salesman seem to claim, its best for high wear items. Brake rotors, manufacturing dies, ect. I wouldnt consider having rods cryo treated, or other parts of that nature.
